Emerging Industries Continue to Grow Strong
Internet data centers, big data, cloud computing, and other emerging businesses have become important growth poles driving the development of the information and communication industry. In the first three quarters, the revenue from emerging telecommunications services in China reached 325.2 billion yuan, a year-on-year increase of 9.4%, continuing a high-speed growth trend and continuously injecting new momentum into industry development.
China has built the world's largest and technologically leading basic network, with solid progress in the construction of new-type information infrastructure and continuous optimization of network foundational capabilities. Currently, a total of 207 gigabit cities have been built nationwide, with over 90% of administrative villages connected to 5G networks, mobile IoT terminal user ratio reaching 59.2%, and the scale and level of computing infrastructure ranking among the top globally. New technological facilities such as artificial intelligence, blockchain, and quantum information are thriving, with nearly 200 generative AI service models that have completed filing and are online providing services to the public, and registered users exceeding 600 million.
According to reports, the Ministry of Industry and Information Technology (MIIT) will soon introduce follow-up policies for the development of "double gigabit" networks; accelerate the research and development of key core technologies, and preemptively layout scientific and technological innovation in areas such as 6G, artificial intelligence, and quantum information; introduce follow-up policies related to the large-scale application of 5G and the high-quality development of the industrial internet, continue to create high-level 5G factories, and carry out pilot construction of "5G+industrial internet" integrated application pilot zones; encourage foreign-funded enterprises to conduct business in pilot areas such as internet data centers and internet access services.

Regarding the currently much-discussed low-altitude economy, Tao Qing stated that a low-altitude multi-scenario application demonstration system will be created according to local conditions, accelerating the cultivation of new low-altitude consumption formats such as low-altitude logistics, urban and inter-city air traffic, and low-altitude cultural tourism, and expanding new models such as agricultural and forestry planting protection, inspection and patrol, and emergency rescue. Actively promote the integration and innovation of new information and communication technologies, new energy technologies with low-altitude equipment such as drones, conduct research on the use of radio frequencies for the low-altitude economy, advance the construction of low-altitude information infrastructure as needed, and accelerate the development and model innovation of low-altitude intelligent connectivity technology.
